SIWAN - 20 yrs old Govind Rajbhar died inside the lock up of town Police station of Siwan district on Thursday night. It is the second custodial death in a week in Bihar. 

Police informed the deceased's family late night that Govind Rajbhar has been admitted to town hospital after serious illness. As the family members reached at the hospital found themselves in the state of shock. Govind was dead at hospital.

 Police claimed that Govind committed suicide inside the lockup by hanging himself with the blanket, which is provided by Police to every inmate. Police had detained him under theft case. The family members accused police of using third degree against him.

 The local public enraged over this incident and blocked the road, created hardship to the people of town. Tension gripped as the police tried to disperse the crowd and this turned into a battle field. Local residents and political party workers attacked each other leaving a dozen people injured. The situation came under control after the intervention of higher official.

Govind Rajbhar, was a Mahadalit and Poldar (a person use to unload bags from commercial vehicles) by his profession. Sub-Divisional Police Officer, Ashok Choudhary refuted the charge of relatives that Govind was taken to custody on Wednesday. He said that the theft incident occurred on Thursday, the question of his arrest a day before couldn't arise. He also added that Govind was notorious thief, who released on bail from jail after spending six month.

DIG(Saran Range) has ordered magisterial inquiry  and video shooting of post-mortem as per NHRC guidelines. District SP, Amrit Raj, said a formal recommendation has been sent for magisterial probe and he assured people's that guilty police men would not be spared.      

In another Police atrocity case appeared on Tele vision channel on Thursday that, policemen in presence of DIG and SP, brutally assaulted women and children at Noorsarai Police Station in Nalanda district,  home town of Chief Minister Nitish Kumar.

After repeated telecast of the incident, in which police had been beating women with impunity. Some policemen were seen in vests and undergarment. This has forced the Govt. to take stringent action against police force.

Earlier, women with their children were surrounded the police station. They had been protesting against police inaction over alleged kidnapping and murder of a woman who hails from Chanadsi village under Noor Sarai Police Station.    

Police department set an example by shifting all 30 policemen including six sub-Inspector and assistant sub-Inspector. They all were asked to report police line with immediate effect.  


Therefore it is kind request To conduct an inquiry in this incident of custodial death under section 176(1)A Cr.PC by a Judicial Magistrate.
2.     To provide compensation to the victim's family.
3.     To ensure Videography of the Post-Mortem Report of the victim & the same is informed to NHRC.
