विषय :- दिनांक - 12/01/2012 को श्री / सुश्री रफीक अहमद, पुत्र - जमिल अहमद, निवासी :- जिला - वाराणसी, राज्य - उत्तर प्रदेश के वाराणसी के सेंट्रल जेल मे न्यायिक हिरासत मे मौत पर शिकायत के सन्दर्भ मे ! 

 

महोदय / महोदया,

 

आपको उपरोक्त घटना के बारे में Detention Watch " गिरफ्तारी पर गश्त " के तहत मानावाधिकार जन निगरानी समिति ( PVCHR ) सूचित करा रहा है कि इस घटित उपरोक्त घटना की हालात के बारे में संदेह है ! इसलिए कानून के राज के तहत जबाबदेही के लिए आवश्यक कार्यवाही जरूरी हैं !

 

मैं राष्ट्रीय मानव अधिकार आयोग से अनुरोध करता हू कि इस मामले में हो चुकी जांच पर यदि आवश्यक हो तो न्यायिक जांच गठित कर हस्तक्षेप करें ! यह भी जरूरी है की राष्ट्रीय मानवाधिकार आयोग द्वारा जारी दिशा - निर्देशों के तहत सक्षम प्राधिकारी द्वारा पालन करने और विधिवत सूचना दिया गया या नही ? मामले मे दोषी अधिकारियों के खिलाफ आपराधिक कार्यवाही शुरू किया जाना चाहिए !

मृतक के निकट आश्रित को न केवल पर्याप्त रूप से मुआवजा दिया जाना चाहिए, साथ ही साथ  प्रशिक्षित मनोवैज्ञानिक – सामाजिक कार्यकर्ता से मनोवैज्ञानिक सहायता देना भी जरूरी है !

महोदय / महोदया,

 

आपको उपरोक्त घटना के बारे में Detention Watch " गिरफ्तारी पर गश्त " के तहत मानावाधिकार जन निगरानी समिति ( PVCHR ) सूचित करा रहा है कि इस घटित उपरोक्त घटना की हालात के बारे में संदेह है ! इसलिए कानून के राज के तहत जबाबदेही के लिए आवश्यक कार्यवाही जरूरी हैं !

Sub: Complaint against death in judicial custody of Mr. SAILASHO, S/O LATE M.SHISHO, of Dist: IMPHAL, State: Manipur on Date 21/09/2011 at    CENTRAL JAIL.

This is to inform you that People's Vigilance Committee on Human Rights (PVCHR) has been informed about the occurrence of the above incident as process of detention watch. There are doubts regarding the circumstances involving the incident which need to be answered for the establishment of rule of law.

 

May I request NHRC to intervene in this matter to ensure that a thorough investigation is done, if necessary by instituting a judicial inquiry. Guidelines issued by the NHRC are adhered to by the competent authority and duly reported.  Criminal proceedings against the guilty officials must be initiated. The immediate dependent of the deceased must not only be adequately compensated but also receive psychological support by trained psychotherapist.
