Dear Sir,

Sub: Complaint against death in judicial custody of Ms. MINU SAIKIA SAHA, W/O BABLU SAHA, D/O CHENARAM SAIKI, of Dist: CITY GUWAHATI, State: Assam on Date 6 January, 2011 at    GWAHATI MEDICAL COLLEGE HOSPITAL.

This is to inform you that People's Vigilance Committee on Human Rights (PVCHR) has been informed about the occurrence of the above incident as process of detention watch. There are doubts regarding the circumstances involving the incident which need to be answered for the establishment of rule of law.

 

May I request NHRC to intervene in this matter to ensure that a through investigation is done, if necessary by instituting a judicial inquiry. Guidelines issued by the NHRC are adhered to by the competent authority and duly reported.  Criminal proceedings against the guilty officials must be initiated. The immediate dependent of the deceased must not only be adequately compensated but also receive psychological support by trained psychotherapist.
